The 2018 rates have not yet been released, but are now expected to be higher than they otherwise would have been had the Trump administration or Congress authorized payment of the Cost Sharing Reductions (CSR), according to the Institute. CSRs are the discounts that lower what low-income people must pay for deductibles, copayments, and coinsurance.
