An updated COVID-19 policy governing entrance to the State House Complex took effect on December 2, 2021.

The State House Annex has reopened to the general public. Visitors to the State House Annex are required to show ID and proof of full vaccination or a negative COVID-19 PCR or rapid test conducted within the previous 72 hours. All visitors are required to undergo a temperature screening prior to proceeding through security. Masks are mandatory at all times inside the State House Annex, including in Committee Rooms and in the hallways and other facilities. Please click here for more details.

The Senate Judiciary Committee will meet on Thursday, December 2, 2021 at 11 a.m. in Committee Room 4, 1st Floor, State House Annex.

The following bills will be considered:

  • S1265 / A724 (Beach / Turner / Johnson / Vainieri Huttle / Schaer) – Includes crime of creating false public alarms as form of bias intimidation.
  • S3433 / A5322 (Cruz-Perez / Kean / Mosquera / Vainieri Huttle / DePhillips) – Provides for process to vacate and expunge certain arrests, charges, complaints, convictions, other dispositions, and DNA records, associated with violations by certain human trafficking victims.
  • S3594 (Singleton) – Provides that in civil actions, calculations of damages for lost earnings or impaired earning capacity resulting from personal injury or wrongful death shall not be reduced based on race, ethnicity, or gender.

The Senate will meet on Thursday, December 2, 2021 for a voting session in the Senate Chambers at 1 p.m.

  • S685 (Ruiz / Cunningham) – Permits municipal, county, and regional police and fire forces to establish five-year residency requirement for police officers and firefighters; allows exceptions to requirement under certain circumstances.
  • S867 (Pou) – Permits physical therapists to perform dry needling under certain circumstances.
  • S991 (Weinberg) – Requires owner or operator of certain trains to have discharge response, cleanup, and contingency plans to transport certain hazardous materials by rail; requires DEP to request bridge inspection reports from US DOT. NJBIA opposes this legislation because it unnecessarily interferes with interstate rail freight transportation which is adequately regulated by federal law.
  • S1025 (Ruiz / Pou) – Requires certain additional school district personnel to complete training program on suicide prevention.
  • S1233 (Kean / Pou) – Requires certain persons and business entities to maintain comprehensive information security program.
  • S1512 (Ruiz / Cunningham) – Requires DOE to maintain list of textbook vendors that use inclusive material and school districts to use textbooks from those vendors.
  • S2600 (Weinberg / Kean) – Increases transparency and accountability for NJT and independence of NJT board members; establishes Office of Customer Advocate; requires greater detail for capital program.
  • S2667 (Cruz-Perez) – Permits municipalities having population under 2,500 to withdraw from civil service by ordinance.
  • S2835 (Ruiz / Cunningham) – Requires compilation of data and issuance of annual reports on New Jersey teacher workforce. NJBIA supports this legislation as greater transparency about our teacher workforce will help improve it which will help the whole workforce.
  • S3013 (Ruiz / Corrado) – Renames “security aid” as “health and safety aid” to reflect that secure schools provide for students’ mental health; provides that State aid for nonpublic school security services may also be used for mental health services.
  • S3164 (Gopal / Singleton) – Creates NJ Legislative Youth Council.
  • S3342 (Codey / Singleton) – Directs NJT to erect statue in honor of A. Philip Randolph, appropriates $90,000.
  • S3455 (Madden / Bucco / Sweeney) – Revises eligibility requirements for NJ Workability Program and Personal Assistance Services Program. NJBIA supports this legislation because it removes barriers to employment and career advancement for individuals with disabilities.
  • S4065 (Addiego / Singleton) – Revises gross income tax credit for child and dependent care expenses for tax year 2021. NJBIA supports this legislation as it will improve access to childcare, helping both the childcare industry and the entire workforce that relies on childcare.   • S4074 (Ruiz / Beach) – Allows alternative evaluation in place of basic skills testing requirements for certain teacher certification. NJBIA supports this legislation as it will make it easier to get more teachers with real-world career and technical experience into our vocational-technical high schools.
  • S4078 (Greenstein / Corrado) – Modifies lists of projects eligible to receive loans for environmental infrastructure projects from NJ Infrastructure Bank for FY2022. NJBIA supports infrastructure projects from the Infrastructure Bank.
  • S4079 (Bateman / Smith) – Amends list of environmental infrastructure projects approved for long-term funding for FY2022; makes various changes to FY2022 environmental infrastructure funding program. NJBIA supports infrastructure projects from the Infrastructure Bank.
  • S4128 (Sweeney) – Requires that only fruits and vegetables grown and packaged in NJ may be labeled by food retailers as local to State.
  • S4147 (Beach / Turner) – Appropriates $16,380,595 from constitutionally dedicated CBT revenues to NJ Historic Trust for grants for certain historic preservation projects and associated administrative expenses.
  • SCR160 (Codey / Corrado) – Approves updated FY2022 Financial Plan of NJ Infrastructure Bank. NJBIA supports infrastructure projects from the Infrastructure Bank.
  • SCR161 (Sweeney) – Rescinds all applications previously transmitted by the New Jersey Legislature to Congress calling for constitutional convention.
  • A798 / S52 (Verrelli / Vainieri Huttle / Armato / Singer / Greenstein) – Establishes local drug overdose fatality review teams.
  • A1219 / S1054 (Chaparro / McKnight / Stack) – Requires owner notification of rabies testing protocol prior to testing of owner’s animal for rabies.
  • A2264 / S4086 (Verrelli / Chaparro / McKnight / Greenstein / Sacco) – Requires provider of electronic communication service to preserve information reported to law enforcement related to endangerment of children for 180 days.
  • A2286 / S1823 (Moen / Caputo / Timberlake / Cunningham / Kean) – Requires institutions of higher education to provide graduating students with information on income-contingent student loan repayment programs.
  • A5306 / S3761 (Downey / Mukherji / Gopal / Beach) – Allows certain voters residing overseas to vote in certain elections in this State depending on overseas residency or intent to return.
  • A5381 / S3536 (Jasey / Moen / Vainieri Huttle / Cunningham / Codey) – Requires financial aid award letter provided by institutions of higher education and certain proprietary schools be consistent with financial aid shopping sheet.
  • A5689 / S3830 (Greenwald / Mukherji / Mazzeo / Beach / Turner) – Makes $25 million in federal funds available to Department of State for travel and tourism advertising and promotion for recovery from COVID-19 pandemic.   • AJR177 / SJR86 (Carter / Holley / Reynolds-Jackson / Smith / Gill) – Designates December 4 of each year as “Alpha Phi Alpha Day” in New Jersey.

  • S108 (Gill / Turner / Caputo) – Concerns speech rights of student journalists at public schools and public institutions of higher education.
  • S969 (Ruiz / Turner / Mazzeo) – Establishes loan redemption program for teachers in certain fields to redeem loan amounts received under New Jersey College Loans to Assist State Students Loan Program through employment in certain low performing schools.
  • S2559 (Gopal / Gill / Downey) – Revises requirements for health insurance providers and Medicaid to cover services provided using telemedicine and telehealth; appropriates $5 million.
  • S2834 (Ruiz / Cunningham / Quijano) – Mandates training on culturally responsive teaching for all candidates for teaching certification.
  • S2953 (Sweeney / Cunningham / Quijano) – Expands scope of inmate reentry assistance and benefits.
  • S3488 (Sweeney / Gopal / O’Scanlon) – Modifies certain procedures pertaining to school district regionalization; establishes grant program for cost reimbursement of conducting regionalization feasibility studies; and provides financial incentives for regionalization.   • S3955 (Ruiz / Timberlake / Speight) – Establishes “Rental Assistance Navigation Program” in DCA; makes appropriation.

  • A1024 (Downey / Tucker / Houghtaling) – Requires issuance of one free copy of birth certificate to military veteran.
  • A1077 (Speight / Vainieri Huttle / Downey) – Requires DOH to develop and implement plan to improve access to perinatal mood and anxiety disorder screening.
  • A1121 (Murphy / Dancer) – Upgrades certain crimes of misrepresenting oneself as member or veteran of US Armed Forces or organized militia.
  • A1410 (Lopez / Dancer / DeAngelo) – Permits county clerk or register of deeds and mortgages to issue identification card to Gold Star Family Member.
  • A2226 (Dancer / Houghtaling / Downey) – Suspends fines for certain first-time paperwork violations committed by small businesses. NJBIA supports this legislation as it provides regulatory flexibility to small businesses.
  • A2290 (Moen / Reynolds-Jackson / Wimberly) – Establishes the “Neighborhood Scholar Revitalization Pilot Program.” NJBIA supports this legislation as an innovative way to spur residential development and assist businesses in our distressed cities.
  • A2294 (Kennedy / Vainieri Huttle / Karabinchak) – Prohibits use of receipt paper containing bisphenol A. NJBIA opposes this legislation because it bans the use of a chemical for use in a product without clear scientific evidence that a health or environmental problem exists.
  • A2302 (Pintor Marin / Benson / Timberlake) – Establishes creative crosswalks pilot program.
  • A2441 (Benson / Chiaravalloti / Vainieri Huttle) – Requires DHS to employ Transportation Planning Coordinator to manage and oversee transportation services provided to DHS clients.
  • A2455 (Benson / Vainieri Huttle / DeAngelo) – Establishes pilot program in DOE to support FIRST Robotics Programs in school districts. NJBIA supports this legislation because it will improve students’ STEM knowledge and workforce skills.
  • A2556 (Benson / Murphy / Moen) – Authorizes DOT to establish and administer toll collection and enforcement system on behalf of NJ toll authorities and to enter into reciprocal agreements for enforcement of toll violations with toll authorities from other states.
  • A2559 (Benson / Verrelli / DeCroce) – Increases allowance paid to war veterans with certain service-connected disabilities.
  • A2772 (Downey / Houghtaling / Benson) – Authorizes certain Medicaid recipients residing on post-secondary school campus to participate remotely in meetings of non-medical nature regarding Medicaid benefits.
  • A3005 (Armato / Vainieri Huttle) – “Mental Health Early Action on Campus Act”; requires institutions of higher education to implement mental health programs and services.
  • A3062 (Pintor Marin / Moen / Reynolds-Jackson) – Establishes three year Financial Empowerment Pilot Program. NJBIA supports this legislation as developing financial literacy and empowerment programs in the five cities named in the legislation will better prepare residents to be business consumers today and successful members of New Jersey’s future workforce.
  • A3369 (Johnson / Stanley / Karabinchak) – Establishes Commission on Asian Heritage in DOE.
  • A3870 (Karabinchak / Johnson / Mukherji) – “Defense Against Porch Pirates Act”; amends theft statute.
  • A3950 (Verrelli / Benson / Zwicker) – Prohibits employer use of tracking or electronic communications device in vehicle operated by employee under certain circumstances. NJBIA seeks to amend this legislation as we remain concerned with criminal penalties being imposed for a workplace paperwork violation.
  • A4139 (Benson / Vainieri Huttle / Verrelli) – Establishes requirements for copies of medical and billing records to be provided without charge to Social Security Disability benefits applicants and recipients.
  • A4253 (Conaway / Pinkin / Jimenez) – Requires certain electronic medical programs to include demographic data entry feature; requires laboratories to record certain patients’ demographic information; requires certain hospitals and laboratories to implement cultural competency training program.
  • A4393 (Kennedy / Mukherji) – Increases maximum penalty for certain violations concerning asbestos hazard abatement; allocates moneys from increased penalties to asbestos programs.
  • A4394 (Speight / Timberlake / McKnight) – Requires members, officers, and employees of Legislature to undergo implicit bias and cultural competency training.
  • A4433 (Greenwald / Mukherji / Lampitt) – Creates grant program to encourage school districts to partner with institutions of higher education in training school-based mental health services providers.
  • A4435 (Verrelli / Greenwald / Speight) – Requires DCF to give priority to certain school districts with student mental health counseling centers in awarding grants under School Based Youth Services Program.
  • A4834 (Mazzeo / Quijano / Downey) – Requires disclosure letter be included with mail falsely implying State government connection.
  • A5016 (Verrelli / McKnight / Egan) – Establishes Water Apprenticeship, Training, and Resources Pilot Program in DOLWD. NJBIA is supportive of apprenticeship programs that promote the future workforce.
  • A5033 (Benson / Dancer / Verrelli) – Authorizes motor vehicle dealers to sell motor vehicles online and obtain electronic signatures for motor vehicle transactions.
  • A5075 (Burzichelli / Dancer / Johnson) – Removes Fire Museum and Fallen Firefighters Memorial from auspices of DEP and establishes museum as independent organization; makes $200,000 supplemental appropriation.
  • A5296 (Speight / Vainieri Huttle / McKnight) – Provides for employment by State of certain persons with disabilities. NJBIA supports this legislation because it would make it easier for the State to hire persons with disabilities.
  • A5353 (Conaway / Vainieri Huttle / Benson) – Provides for certification of temporary nurse aides. NJBIA supports this legislation because it eases regulatory requirements to assist with workforce demands.
  • A5506 (McKnight / Mukherji / Reynolds-Jackson) – Requires chief law enforcement officer of municipal police departments to hold two community roundtables on police relations each year.
  • A5509 (Zwicker / Reynolds-Jackson / Verrelli) – Provides that in civil actions, calculations of damages for lost earnings or impaired earning capacity resulting from personal injury or wrongful death shall not be reduced based on race, ethnicity, or gender.
  • A5593 (Conaway / Vainieri Huttle) – Requires embryo storage facilities to record and report health information of patients in manner that is consistent with certain federal laws.
  • A5599 (Chiaravalloti / Vainieri Huttle / McKnight) – Establishes order of protection for current or former judge; upgrades and clarifies harassment against current or former judge; bars firearms possession by persons against whom current or former judge order of protection is entered.
  • A5663 (Moen / Pintor Marin / Wimberly) – Increases penalties for unauthorized transportation or disposal of solid waste.
  • A5694 (Houghtaling / Downey / Dancer) – Permits dependents of military member to enroll in school district in advance of military member’s relocation to district.
  • A5718 (Benson / Verrelli / Reynolds-Jackson) – Permits counties to operate airports as county utilities; provides that bonds for county and municipal airport purposes be issued in accordance with provisions of “Local Bond Law.”
  • A5881 (Pintor Marin) – Requires DHS to stagger issuance dates of SNAP benefits to newly eligible enrollees.
  • A5974 (Carter / Stanley / Chaparro) – Modifies lists of projects eligible to receive loans for environmental infrastructure projects from NJ Infrastructure Bank for FY2022. NJBIA supports infrastructure projects from the Infrastructure Bank.
  • A5975 (Calabrese / Tucker / Mejia) – Amends list of environmental infrastructure projects approved for long-term funding for FY2022; makes various changes to FY2022 environmental infrastructure funding program. NJBIA supports infrastructure projects funded by the Infrastructure Bank.
  • A5997 (Coughlin) – Removes requirement for Legislature, DOE, free public libraries, and historical societies to purchase “Manual of the Legislature of New Jersey.”
  • A5998 (Mukherji / Coughlin) – Permits deferred retirement from JRS for member appointed as Administrative Director of the Courts by Chief Justice of Supreme Court.
  • A6060 (Tucker / Caputo) – Makes supplemental appropriation of $8 million to DHS to increase reimbursement for funeral, burial, and crematory services provided to certain beneficiaries of Work First New Jersey and Supplemental Security Income programs. NJBIA supports this legislation to increase reimbursement for funeral and burial services for beneficiaries of the Work First NJ and Supplemental Security Income programs
  • A6071 (Mosquera / Freiman / Swain) – Revises gross income tax credit for child and dependent care expenses. NJBIA supports this legislation as it will improve access to childcare, helping both the childcare industry and the entire workforce that relies on childcare.   • S1604 / A2808 (Codey / Pou / Schaer / Reynolds-Jackson) – Requires certification of diligent inquiry in residential mortgage foreclosure actions to be filed by attorneys.
  • S1790 / A1662 (Pennacchio / Diegnan / Quijano / Jimenez / Danielsen) – Revises provisions required in school district’s anti-bullying policy; provides for civil liability of parent of minor adjudicated delinquent for cyber-harassment or harassment; and increases certain fines against parents.
  • S2644 / A1180 (Bateman / Beach / Zwicker) – Allows public libraries to dispose of certain materials without advertising for bids.
  • S2793 / A5232 (Ruiz / Pou / Quijano / Jasey) – Requires campus diversity actions at public institutions of higher education and directs Secretary of Higher Education and Division on Civil Rights to develop guidance regarding diversity in faculty search and selection process.
  • S2811 / A4838 (Singleton / Ruiz / Reynolds-Jackson / Verrelli / Vainieri Huttle) – Requires school report card to include information concerning number of mental health professionals and school safety specialists employed by each school district.
  • S2817 / A4624 (Gopal / Pennacchio / Downey / Danielsen / Houghtaling) – Allows active duty service members to provide document other than DD-214 when claiming veterans’ preference for civil service.
  • S3494 / A5516 (Sweeney / Weinberg / Vitale / Vainieri Huttle / Giblin) – Adds two public members to State Board of Chiropractic Examiners and prohibits licensure for individuals convicted of certain offenses.
  • S3683 / A5380 (Ruiz / Gopal / Moen / Jasey / Vainieri Huttle) – Requires institutions of higher education to provide certain student loan information.

  • A5554 / S2921 (Houghtaling / Downey / Gopal / Greenstein) – Allows municipalities to designate outdoor areas upon which people may consume alcoholic beverages

  • S3418 / A5294 (Gopal / Speight / Vainieri Huttle / Verrelli) – Provides fast track hiring and advancement employment opportunities by State for persons with significant disabilities.
  • S3426 (Kean) – Provides for employment by State of certain persons with disabilities.

  • A5655 (Karabinchak / Greenwald / Munoz) – Directs BPU to establish program concerning renewable natural gas; provides gas public utilities with customer rate recovery mechanism for costs associated with program.

The Assembly Consumer Affairs Committee will meet at 10 a.m. in Committee Room 13, 4th Floor, State House Annex. The following bills will be considered:

  • A1168 / S850 (Freiman / Murphy / Johnson / Pou / Cryan) – Prohibits tax preparation software companies from charging fee for electronically filing State tax returns.
  • A2078 (Calabrese) – Requires new flooring for schools and child care centers to be certified mercury free.

The Assembly Tourism, Gaming and the Arts Committee will meet at 10 a.m. in Committee Room 12, 4th Floor, State House Annex. The following bill will be considered:

  • A6024 (Caputo / Dancer) – Provides $5 million in supplemental funding to New Jersey Horse Racing Commission for horse racing purse subsidies.

The Assembly Health Committee will meet at 10 a.m. in Committee Room 11, 4th Floor, State House Annex. The following bills will be considered:

  • A5963 (Benson / Vainieri Huttle / DeAngelo) – Requires newborn infants to be screened for congenital cytomegalovirus infection; establishes public awareness campaign.
  • A5988 (Verrelli / Benson) – Establishes expedited process by which certain out-of-State mental health professionals are licensed to provide services in New Jersey.
  • A6019 (Conaway) – Requires hospitals to ask patient if patient has completed advance directive or practitioner orders for life-sustaining treatment form.
  • A6020 (Conaway / Jimenez) – Establishes requirements for certain tobacco product retailers to stock and sell nicotine replacement therapy products.
  • A6072 (Egan / Coughlin) – Increases number of hospitals eligible for highest amount of charity care payment.
  • AR267 (Verrelli / Benson) – Recognizes service of AmeriCorps National Civilian Community Corps Team Earth 3 members in supporting State COVID-19 vaccination efforts.

The Senate Transportation Committee will meet at 11:30 a.m. in Committee Room 4, 1st Floor, State House Annex. The following bills will be considered:

  • S2070 (Beach / Bucco) – Prohibits snowplow operators from depositing snow in front of certain access points used by persons with disabilities.
  • S2756 (Bucco) – Permits licensed motor vehicle dealers to facilitate issuance of titles and registrations for used motor vehicles purchased by private sale.
  • S3181 (Corrado) – Authorizes issuance of classic NJ license plates.
  • S3294 (Oroho / Gopal) – Establishes that “100 percent Disabled Veterans” are not required to submit to MVC certain documentation to renew parking privileges.
  • S3705 (Corrado) – Prohibits person from leaving shopping cart in handicap parking space; imposes fine.
  • S3981 (Oroho / Diegnan) – Allows individuals that have undergone certain background checks, including individuals with certain commercial driver license endorsements, to renew license online or by mail.
  • S4197 (Diegnan) – Authorizes creation of Student Movement Against Cancer license plates. (pending intro and referral)
  • S4198 (Diegnan) – Allows license plate frame to obscure certain parts of license plate under certain conditions. (pending intro and referral)
  • S4217 (Gopal) – Provides for lifetime disqualification from operating commercial motor vehicle and transportation network company vehicle for persons convicted of human trafficking. (pending intro and referral)

The Senate Community and Urban Affairs Committee will meet at 10 a.m. in Committee Room 1, 1st Floor, State House Annex. The following bills will be considered:

  • S672 (Thompson / Stack) – Requires limited liability company to disclose ownership information when submitting deed for recording.
  • S1518 (Greenstein) – “New Townhouse Fire Safety Act”; requires automatic fire sprinkler systems in new townhomes.
  • S3603 (Singleton) – Increases, from 18 percent to 30 percent, amount of rental payments defined as rent constituting property taxes for purposes of deduction from gross income for property tax payments.
  • S3729 (Stack) – Requires Homelessness Prevention Program agencies to remain open during public health emergency and mandates funding of additional agencies in certain counties.
  • S3741 (Greenstein) – Provides for DCA to reestablish and administer certification program for recreation administrators and automatically reinstate administrator certifications issued under prior law.
  • S3912 (Stack / Lagana) – Expands definition of landlords required to provide receipt for rent cash payment made by tenant.
  • S4030 (Pou) – Concerns discriminatory appraisals of residential property on basis of race or national origin.
  • S4056 (Connors) – Authorizes municipalities to establish dredging control reserve fund.
  • S4133 (Gopal / Oroho / Sarlo) – Prohibits State from mandating electric heating or water heating systems.
  • S4209 / A2685 (Armato / Mazzeo / Mukherji) – Concerns information on property condition disclosure statement. (S4209 is pending intro and referral)
  • SJR118 (Weinberg) – Urges President and Congress to raise cap on state and local tax deduction.

New Jersey Redistricting Commission will meet at 6 p.m. remotely.
The purpose of the meeting will be to take testimony from the public on the establishment of congressional districts in New Jersey that will be in effect for the next 10 years.

The Senate Law and Public Safety Committee will meet at 1 p.m. in Committee Room 10, 3rd Floor, State House Annex. The following bills will be considered:

  • S372 (Cryan) – Requires firearm owners who become New Jersey residents to obtain firearm purchaser identification card and register firearms acquired out-of-State.
  • S3673 (Gopal) – Authorizes limited breweries and craft distilleries to sell at retail and offer for sampling purposes product bottled and stored off-site under certain circumstances and authorizes craft distilleries to manufacture redistilled alcoholic beverages.
  • S3757 (Gopal / Cryan) – “New Jersey Safe Storage of Firearms Act”; establishes certain requirements and penalties regarding firearm storage; repeals law governing minor’s access to firearm; requires AG to establish public awareness campaign regarding firearm storage; appropriate

The Apportionment Commission will meet on at 10 a.m. at The College of New Jersey, 2000 Pennington Road, Ewing, NJ in Room 100 of the Brower Student Center.

The Commission will take oral testimony from members of the public on the establishment of State legislative districts in New Jersey. As required by the New Jersey Constitution, the Apportionment Commission is charged with redrawing the lines of the State’s 40 legislative districts, from which the 40 Senators and 80 Members of the General Assembly are elected.

This meeting will observe the COVID-19 protocols in place at our host location. The College of New Jersey requires all persons on campus, regardless of vaccination status, to wear masks indoors.
